Latino enlisted personnel are underrepresented when compared to the size of the civilian labor force of the appropriate age. They are on par when compared to civilian labor force of the appropriate age that possess the necessary educational credentials. And, they are overrepresented when compared to the civilian labor force of the appropriate age that posses both the necessary educational credentials and immigration status.

A Force Overlooked: Achieving Full Representation of Hispanics in the Department of Defense Workforce (1999).This report published by the National Council of La Raza, investigated the significant underrepresentation of Latinos in the armed forces and notes that those Latinos who are currently in the military “are disproportionately concentrated in the lowest pay grades, with the lowest level of responsibilities and fewest opportunities.” This link features the executive summary.

Minority and Gender Differences in Officer Career Progression (2001) . The RAND corporation published a report that examines the career progression of the different minority and gender groups in the officer corps.

Barriers to Minority Participation in Special Operations Forces (1999) . In this report, published by the RAND corporation, analyzes the causes of the underrepresentation of minorities in the Special Operations Forces in the military.

Armed Forces Equal Opportunity Survey (1998) This survey was conducted by the Defense Department to assess active duty service members’ perceptions of fair treatment and equal opportunity. The survey found major differences in the perceptions of service members of different racial/ethnic groups regarding equal opportunity.
